Arthur Burger

Art Burger is Principal/CEO and co-founder of Burger, Carroll & Associates, Inc. (BCA), a national management and public sector consulting firm with 3+ decades of work at the federal, state, and local level, and at US Defense bases overseas. Art is a nationally-recognized expert in EBT and benefit debit payments, and led the 1st USDA national studies of the integrity of the SNAP and WIC paper payments systems.

Since then, Art has contributed to the modernization of US government payment systems through the evaluation, planning, procurement, management and QA/IV&V consultancies, over the course of five (5) generations of information and benefit delivery technologies. While recognized for his career-length work in payments, Art has also guided a variety of technology and program integrity initiatives across state government, including court administration, election systems, food and nutrition, health and human services, livestock identification, state and educational employee pension systems, tax and revenue, Unemployment Insurance, Work Comp, and statewide finance and enterprise consolidation projects. His current engagements include the coordination of outreach to retail grocer organizations as a part of a USDA National Suvey of small SNAP-authorized grocery stores, and support of Puerto Rico WIC’s initiative to pilot a WIC mobile phone payment system.
